Actually, according to Leo, that is exactly who the tune "William Powell" is about: the film actor William Powell, who played the wittier half of an upper-class husband-wife (and dog) detective team -- the comparatively straight half being played by actress Myrna Loy -- in my favourite movies of that era: the "Thin Man" comic mysteries.
Here's a glimpse into the mind of Leo: in an interview, Leo says the tune was inspired by Lana Turner's efforts to make a bar-band play better once when she was out clubbing. How that connects to William Powell is anybody's guess. -- BH
